The President

Prof. Dr. Faruk BİLİR was born in Yozgat Sorgun in 1971. He received his Bachelor’s, Master’s and Doctorate degrees in Public Law from Selçuk University, Faculty of Law, Department of Law, respectively. He started his career in 1995 as a Research Assistant at Selçuk University Faculty of Law, Department of Constitutional Law; he served as a lecturer with the titles Asst. Assoc. Dr. between 2001-2008, Assoc. Dr. between 2008-2013 and Prof. Dr. 2013-2014. He served as the Deputy Head of the Department between 2006-2013 and the Head of the Department between 2011-2013 in the Department of Constitutional Law at Selçuk University Faculty of Law. Between 2014 and 2015, he served as the Dean of the KTO Karatay University Faculty of Law. In 2016, he carried out the duty of First Legal Counsel in the Ministry of Labour and Social Security Legal Counsellor by proxy.

Working in the fields of constitutional law, political science, parliamentary law, government systems and human rights, Prof. Dr. Faruk BİLİR has books and various articles named “Membership of Parliament in Türkiye and the Termination of the Membership of the Parliament”, “Identification of Parliamentary Candidates in Political Parties (A Comparative Analysis)”, “The Jurisdiction of the European Court of Human Rights”, “Turkish Constitutional Law”, “Constitutional Law Practices”, “New Constitution, New Agreement” and “Government Systems and Presidential System in 100 Questions”. Prof. Dr. Faruk BİLİR speaks English, is married and has two children.

He was elected by the President of the Republic as a member of the Personal Data Protection Board on 15 December 2016 and as the President of the Personal Data Protection Authority on 30 January 2017.

Following the completion of his term, he was elected by the President for the second time as a member of the Personal Data Protection Board on 31 December 2022 and as the President of the Personal Data Protection Authority on 5 January 2023.

The duties of the President are as follows;

to chair the Board's meetings.
to ensure the notification of Board decisions and public announcement of these when deemed necessary by the Board, and to monitor their implementation.
to appoint Vice President, Heads of Departments and Authority’s personnel.
to finalize the recommendations communicated by service units and submit them to the Board.
to ensure the implementation of the Strategic Plan and to establish the human resources and working policies in line with service quality standards.
to prepare the annual budget and financial tables of the Authority in line with the determined strategies, annual purposes and objectives.
to ensure coordination between the Board and service units to have them work incoherent, efficient, disciplined and well-ordered manner.
to maintain the relations of the Authority with other institutions.
to determine the scope of the duties and powers of the personnel authorized to sign on behalf of the President.
to carry out other duties related to the management and operation of the Authority
