Şaban BABA was born in 1971 in Trabzon. He graduated from Ankara University, Faculty of Political Sciences, Department of Public Administration in 1996. He holds a master's degree in Management Science from Ankara University Social Sciences Institute. He started to serve as an assistant expert in the Prime Ministry in 1997. He worked as a specialist in the Administration Development Department, the General Directorate of Legislation Development and Broadcasting and the General Directorate of State Archives. He served as Assistant General Manager in the General Directorate of State Archives of the Prime Ministry between 2009-2016. In 2008, he studied English at Exeter Academy for six months. He is married with three children.

He was elected as a member of the Board of Personal Data Protection by the President of Türkiye on 15 December 2016.
