Ayşenur Kurtoğlu was born in Sivas. She started her primary education in Bandırma, and then continued for her middle school in Ankara. She received her Bachelor's Degree and completed her Master's Degree in Philosophy Department at Istanbul University; and completed her doctorate Degree in Sociology with the thesis titled "19. century newspapers from the point of institutional Sociology". She worked in private educational institutions and also worked as a family counsellor. She served as an adviser to women civil society foundations, prepared and presented programs/documentaries on private and state television channels. She worked as a faculty member of the Department of Sociology at Üsküdar University, and she was the director of the “Solution-Oriented Women’s Issues Research and Application Center” of the same university. She has several various and articles in her field and speaks English well.
With the decision of the General Assembly of the Grand National Assembly of Türkiye dated October 07, 2020, she was elected as a member of the Personal Data Protection Board from the Justice and Development Party Group. With the decision of the Presidency dated May 17, 2025, she was elected as a member of the Personal Data Protection Board for the second time.
